Gambling Act 2005

The Gambling Act 2005 came into force on 1 September 2007 introducing a new system for the regulation of gambling in England and Wales. The Act repealed the Betting, Gambling and Lotteries Act 1963, the Gaming Act 1968 and the Lotteries and Amusements Act 1976. The Act places greater responsibility on local authorities by transferring responsibility for licensing gambling premises from the magistrates court to local councils. 

The Forest of Dean District Council is now responsible for issuing premises licences for gambling premises such as arcades and betting shops, whilst the Gambling Commission is responsible for issuing operating and personal licences.

Statement of Principles

To comply with Section 349 of the Gambling Act 2005 the Forest of Dean District Council as the Licensing Authority must publish its Statement of Principles at least every 3 years.

A copy of the Statement of Principles that came into effect on 31 January 2010 is available on this link. It is also available for inspection at the Forest of Dean District Council’s Offices in Coleford during normal working hours.

The Forest of Dean District Council adopted a revised  Statement of Principles on 13th December 2012.

  • Betting (other) including betting shops

  • Temporary use notice - used for temporary gaming activities
  • Occasional use notice
  • (Unlicensed) Family entertainment centre gaming machine permit
  • Club gaming permit
  • Small society permit - lotteries
  • Licensed premises gaming machine permit
  • Prize gaming permit
  • Licensed premises gaming machine registration
