Who is a Non Dependant?

A non-dependant is any person over the age of 18 years, who normally lives you other than you partner, dependant child, joint tenant or a sub-tenant.

The Housing Benefit and Council Tax Reduction rules assume that non-dependants make a contribution to household costs whether they do or not.  Fixed levels of deduction are made from Housing Benefit and Council Tax Reduction regardless of how much a non-dependant contributes. The level of deduction depends upon the non-dependants circumstances, for example age and income.
