Allocations Development Plan Document (DPD)

The Forest of Dean District Council are continuing with the preparation of the new Local Plan.  

Having completed the Core Strategy we are now turning to review the old 2005 Local Plan maps and allocations which support the Core Strategy in the interim but need reviewing in order to provide longer term guidance.  A new document which will include detailed maps for the whole area is being prepared.  It is expected that there will be many similarities with the old Local Plan maps, but the Allocations Development Plan Document (ADPD) is nonetheless a new look at what is needed to be allocated (identified) on the ground for the Core Strategy to be implemented.  This includes sites for housing, employment, shopping and other built development but also areas that need to be protected including the green spaces within settlements and sites of ecological and historical importance.  Many of the existing sites are expected to be retained.  Where they have planning permission then these are commitments which will be reflected in the new document.  Others appropriate to the Core Strategy will also expect to remain where they can be demonstrated to remain able to be implemented and appropriate for the CS. 

The new document will be the bridge between the strategic and the very local, and will closely guide future planning applications.  It needs to ensure that the Core Strategy can be implemented and it covers the entire District except for the Cinderford Northern Quarter and the Lydney Area Action Plan. 
 
Because it is the link between the Core Strategy and individual sites and settlements, the ADPD has an important role in implementing the government’s wish to plan locally, taking into account the views of local communities.  The Forest of Dean District Council consider that local communities’ involvement at this stage is vital and that it is also the key to realisation of Localism.  The more formal Neighbourhood planning process can only interpret policies in a Local Plan (it has to conform generally with them)  The ADPD, guided by the Core Strategy presents the opportunity to actually shape the plan and the communities themselves by drawing the plans (and maps). 
 
Forest of Dean Council will be pleased to visit or otherwise engage with Parish Councils over the whole plan making period.  Parish Forums have also considered Localism and these meetings will consider the plan making process, the ADPD and the wider Localism agenda.

Allocations Development Plan Document Consultation - 1st May to 27th July 2012  

Over the period 1st May 2012 until 27th July 2012, submissions were invited in respect of the new Allocations Development Plan Document (ADPD). The ADPD will show how the proposals in the Core Strategy will be implemented. An important part of this new ADPD will be a map showing in detail sites identified for particular developments, protected areas and settlement boundaries. This will be accompanied by policies which identify land for development in accordance with the requirements of the  Core Strategy
