The majority of Forest of Dean District staff transferred to Publica Group Ltd who now provide services on our behalf. Publica is a local authority owned company created by Forest of Dean District Council, Cotswold District Council, West Oxfordshire District Council and Cheltenham Borough Council.
Whilst there are retained opportunities within the council, many roles are available via our Publica partnership site who employ and deliver services on behalf of the council.

About Publica
Forest of Dean District Council, Cotswold District Council, West Oxfordshire District Council and Cheltenham Borough Council formed Publica in 2017 as a council owned employment company which delivers shared services for all the partners. Publica additionally provides services to the Cheltenham Trust, Cheltenham Borough Homes and UBICO (an environmental services local authority company).
By forming Publica together, the councils’ aim is to seek out and deliver the best services for the residents and communities those councils serve. Each of the councils and clients retain their independence and identity but by working together and sharing resources through Publica the partner organisations can:
- Provide services to a high standard that are responsive, flexible and focused on individual and community needs
- Deliver efficient and effective services that provide good value for the taxpayer
- Share knowledge and expertise to innovate and improve
