Registered Parks and Gardens

The are three categories of Registered Parks and Gardens in England:

  • Grade I – exceptional national interest
  • Grade II* – outstanding interest
  • Grade II – special interest

In the Forest of Dean District, there are 3 registered parks and gardens:

  • Flaxley Abbey – Grade I
  • Westbury Court – Grade II
  • Clearwell Castle – Grade II

When a planning application is submitted which affects a Registered Park and Garden (either directly, or its setting), the Council must have special regard to the desirability of preserving or enhancing it, including its setting, under Section 58(B) of the Town and Country Planning Act 1990 (as amended by Section 102 of the Levelling-up and Regeneration Act 2023).

The Council will also consult The Gardens Trust on any application which affects a Registered Park and Garden.
